Competence approach as a methodology of professional development of an educator

Abstract

The paper reviews specific features of applying competency-based approach to the process of professional
development of educators at the present stage. The presented work is a logical development of the author’s previous works, which consider competency-based approach as a methodology for professional training in higher education. Certain conclusions and generalizations are made on the basis of scientific papers published after 2014, when the Law of Ukraine «On Higher Education» came into force and serious qualitative changes began
in the higher education system of Ukraine, and they are still happening. The emphasis is on highlighting competency-based approach as a methodology for creating individual trajectories for improving professional expertise of an educator in the process of advanced professional training. The basis for this is the process of self-assessment of professional competence in accordance with the requirements of the Law of Ukraine «On Education» and other by-laws. It is proved that the basis for this procedure should be a specially created competency model of professional development of a teacher and specific pedagogical tools, aimed at forming or improving a certain competency based on the results of self-assessment. Special attention is also paid to observing the principle of a comprehensive assessment of professional competence and its components as preconditions for achieving the planned results of studies, to prove this special examples are given. The emphasis is placed on the need to create appropriate pedagogical technologies directly in the system of postgraduate pedagogical education, which
has become relevant in the context of diversification of continuous education of pedagogical and scientific-pedagogical staff. The focus is on the need to form a systemic vision of processes for assessing individual competencies in individuals who carry out teaching activities and act as subjects of educational services provision in the system of advanced professional development of educators.
