The «360 degree» method in the management of general secondary education in the context of professional standards of Ukraine
Abstract
The article based on the analysis of the works of foreign and domestic researchers, describes the history of the application of the «360 degrees» method in the strategic management of human resources and its essential characteristics.
Based on the analysis of normative sources, the essence of the concepts «professional standard», «professional competence», «monitoring», «monitoring the quality of education», «educational consulting», «assessment method», «360 degree method», «online 360 Feedback tool». It has been highlighted the foreign experience of assessment and self-assessment of the professional competence of specialists in various fields, the advantages and disadvantages of the described method in the management of organizations.
It has been revealed the experience of the practical implementation of the method in the activities of the «Future People» company, whose director is one of the co-authors. According to his published results of the implementation of the method, the advantages of the method and the risks in evaluating the professional competence of employees due to errors in the involvement of evaluation participants or their misunderstanding of the goals of evaluation according to the method are described. It has been highlighted the programs of this consulting organization based on the proposed methodology.
It has been substantiated relevance of the study of the feasibility of using the «360 degrees» method in the monitoring system of management processes in the context of the development of the internal system for ensuring the quality of education in general secondary education institutions and the introduction of the professional standard of the head (director) of the general secondary education institution.
It has been defined the author’s position on the introduction of self-assessment of the professional competence of the head (director) of the general secondary education institution and the assessment by the manager of general secondary education of the level of professional competences of pedagogical workers in the context of national professional standards in the initiated joint project in educational consulting of postgraduate education.
