Improving the qualifications of newly appointed heads of education: transformations at the current stage of education development in Ukraine
Abstract
The article highlights the problems connected with the advanced professional training of newly appointed heads of general secondary education institutions under the 90-hour program / 3 ECTS credits. The conceptual model and curriculum for this category of educational staff is theoretically justified and presented, taking into account the requirements of martial law. The work details the methodological basis of the proposed curriculum grounded on general scientific (systemic, situational, synergistic, etc.), specific scientific (competence) approaches, and compares it with the relevant standard curriculum developed by the Ministry of Education and Science of Ukraine.
It has been placed special emphasis on the formation of a systemic vision of the object of management in newly appointed heads of general secondary education institutions, shaping their ability to adequately respond to today's challenges, use systemic analysis in their work, etc. One of the important aspects of the presented work is the publication of a number of competencies that must be formed in the head of education in the process of advanced professional training and integral competence of the head as a result of training.
It has been emphasized that there is the need to create simple activity algorithms for education leaders in the conditions of martial law, which will significantly affect the effectiveness of their work. Emphasis is placed on the materials that should ensure the effective activity of the head of the general secondary education institution in crisis situations. Special attention is paid to the issue of distance learning, as the main form of the educational process during the period of martial law.
The presented conclusions are supported by statistical materials on the territorial location of the subjects of the educational process at this time, using the example of students and education staff of the city of Kharkiv and the results of surveys conducted with Google tools among newly appointed heads of education based on the results of advanced training.
