The peculiarities of planning in the conditions of educational systems development
Abstract
The article examines the peculiarities of planning in the conditions of educational systems development. It is concluded that depending on the phase of development of the institution as an educational system (being the rigid system, the system with delegated management powers, the «soft» system, the system with network interaction, the synergetic system) planning of its activities should be based on differentiated participation in this management process, self-government of the institution and the concerned public structures. It is emphasized that at initial phases of educational systems development it is inexpedient to actively involve self-governing bodies of educational institutions and public associations for planning, since these structures, due to the lack of their managerial experience, are not able to effectively implement complex management activities. It is necessary to acquire such experience gradually – by participation of public structures in realization of separate sub-functions of planning planning-diagnostic, planning-target, planning-criterion, planning-program, planning-resource, and planning-information sub-functions). It is substantiated that with the development of pertinent experience the forms of participation of self-government of the institution and public structures in planning can be transformed from episodic consultations to coordination of basic administrative decisions. It is noted that the level of participation of these structures in planning also depends on the type of planning: the public structures should be more actively involved in strategic planning, less often – in tactical, and even less often (to ensure dynamic decision-making processes) – in operational planning. It is emphasized that with the development of educational systems in the planning process the forms of interaction between management, self-governing bodies and public structures also change; the latter are becoming more democratic – from orders and instructions of their heads to the briefings with the heads and consultations with self-governing bodies, pedagogical (scientific) councils and round tables, conferences and discussions on Internet forums, general meetings and public hearings, etc.
